Leather Steering Wheel Restoration

I have this Momo steering wheel that is broken at 10:00 and 2:00. Years ago, someone cut the backside leather with an xacto blade at around those points and tried to weld the breaks - without much success. The spoke was originally brushed aluminum, but was spray painted flat black. The foam has hardened as well, and would need to be replaced. The outside diameter is 14" or 35.5cm, and the grip thickness is a nice fat 1.5" or 3.8cm. Anybody know someone who could do this?
