My opinion: level of coolant in the expansion tank should be low when the system is cold. As the coolant heats up, the volume increases and it "spills over" into the expansion tank, hence the name. If it is too full to begin with, you will get coolant loss as the expansion tank overflows.
The system tends to "seek its own level", so don't add more coolant unless you have a problem. For example, a rapidly fluctuating temperature gauge might indicate air bubbles in the system.
Short story: expansion tank should have only enough coolant in it to cover the bottom when system is cold.
