Default Strange Light Problem 1990 TR

Just recently, when I first turn on the headlights on the 90 TR, the lights for the speedo are just a little dimmer, and the turn signal arrows both glow dimly. Turn signals still work, but both lights flash. Then a few moments later, all returns to normal. I suspect the light switch on the steering column and I can investigate that, buth thought I'd seek the wisdom of those that have gone before me. Any ideas?

Check the grounds for the lights and the instrument cluster
